A widening threat picture

Germany’s intelligence leadership has warned lawmakers that alleged Russian hybrid activity against Europe is becoming more dangerous. Officials point to sabotage, cyber operations, disinformation, surveillance of defence infrastructure and potential attacks on logistics supporting Ukraine.

Moscow rejects Western allegations of hostile hybrid action. Public attribution is difficult because the methods are designed to preserve ambiguity, use intermediaries and remain below the threshold that would demand a military response.

The purpose of a shadow war is not necessarily to destroy a target. It is to force governments to spend more on protection, delay military movements, distrust their own systems and argue over attribution. A fire, cable break or drone sighting can create strategic effects even when investigators cannot prove state direction.

Europe’s vulnerability lies in the gap between national policing and collective defence. Railways, ports, warehouses, energy lines and data centers are often privately operated or locally protected, yet they form the logistics base of NATO power.

Russia may calculate that repeated ambiguous pressure can weaken support for Ukraine without provoking a unified response. The greatest danger is miscalculation: a covert action that kills civilians or disables critical infrastructure could force political leaders to treat it as an armed attack.

Consequence

European governments need common standards for attribution, evidence sharing and proportionate response. Otherwise, every incident will produce a fresh political argument while the attacker learns from the delay. The emerging contest is not peace versus war; it is a struggle over how much coercion can occur while governments continue calling the situation peace.
