Can Kahin Renew Kulmiye?

Mohamed Kahin and Kulmiye’s 2029 Dilemma

Kulmiye has changed its presidential candidate—but has it changed its politics?

A new candidate from the old establishment

Mohamed Kahin Ahmed gives Kulmiye an experienced leader, but he cannot credibly present himself as an outsider arriving to repair somebody else’s government.

Kahin served as Somaliland’s interior minister throughout Muse Bihi Abdi’s presidency, became Kulmiye chairman in 2023 and was previously the party’s first deputy chairman. His political relationship with Bihi stretches back decades, including their shared history in the Somali National Movement.

In July 2026, Kulmiye’s Central Council selected Kahin as its candidate for the 2029 presidential election. He reportedly received 409 votes, although several prominent party figures—including former president Bihi—were absent.

The nomination ended uncertainty over Kulmiye’s immediate leadership. It did not settle the more important question of whether the party understands why it lost power.

Experience is valuable—but carries responsibility

Kahin’s supporters can reasonably argue that his government experience, security background and command of Kulmiye’s internal machinery make him capable of rebuilding a defeated party. He understands Somaliland’s institutions and possesses relationships that a younger newcomer would need years to develop.

But the same résumé ties him directly to the Bihi administration’s contested record. Election delays damaged political confidence, while the Las Anod conflict became one of the defining crises of the period. Independent election assessments identified delayed voting, insecurity and economic hardship among the central issues confronting voters in 2024.

Kahin therefore cannot run solely on experience. He must explain what Kulmiye would do differently.

The tests of genuine renewal

Renewal would require more than adding younger campaign officials around an established candidate. Kahin would need to introduce competitive internal elections, elevate women and younger professionals, publish a detailed policy programme and create visible distance from the centralized decision-making associated with the previous administration.

He must also address the record directly. Acknowledging institutional mistakes would be politically risky, but refusing to discuss them would allow WADDANI and KAAH to define him as Bihi’s continuation.

WARYATV Assessment

Mohamed Kahin currently represents continuity with the Bihi era more than political renewal. That is an evidence-based description of his institutional history, not a prediction that his leadership cannot change.

His experience may stabilize Kulmiye, but stability alone will not recover voters who demanded change in 2024. Kahin can become a renewal candidate only if he changes the party’s operating culture, expands its leadership and demonstrates that loyalty to Kulmiye does not require defending every decision of its former government.
