World Bank Establishes Regional Hub for Middle East in Riyadh

The World Bank just shifted its center of gravity in the Middle East — and it did it in the heart of Saudi Arabia. On Monday, the Bank officially opened its new regional hub in Riyadh, covering the Middle East, North Africa, Afghanistan, and Pakistan (MENAAP).

This isn’t just another office shuffle. By co-locating with the Gulf Cooperation Council’s regional office, the World Bank is signaling that Riyadh is now the crossroads where global finance meets regional transformation.

Top brass have already moved in. Ousmane Dione, the Bank’s Vice President for MENAAP, and the directors of regional practices have relocated to Riyadh — a rare shift that brings leadership closer to client states and cements Saudi Arabia’s status as a convener of global development strategy.

“Riyadh is not only a gateway to the region’s transformation, but also a powerful platform for global knowledge exchange and policy innovation,” Dione said, adding that the timing — aligned with Saudi National Day — underscores the Kingdom’s rapid rise.

The hub’s launch also coincides with the 50th anniversary of World Bank–Saudi cooperation, a partnership that has shaped reforms in energy, infrastructure, and governance for decades. More recently, Riyadh and the Bank unveiled a global Knowledge Hub (K-Hub) designed to spearhead joint research, regional collaboration, and policy design.

What this really means: the World Bank is betting on Saudi Arabia’s role as the anchor of MENA’s economic future. From Afghanistan’s reconstruction dilemmas to Pakistan’s fiscal crises and the Arab world’s diversification push, the epicenter for development debates just shifted from Washington conference rooms to Riyadh boardrooms.

For Western rivals wary of China’s growing Belt and Road influence, this hub is a signal: the World Bank is reinforcing the Gulf as the frontline for shaping the region’s next 50 years.
