Who Controls KULMIYE’s Regional and Financial Networks?

KULMIYE’s Hidden Power Map

The party chairman holds the title—but regional organizers, former officials and undisclosed financial networks may hold the machinery.

Formal leadership does not equal complete control

Mohamed Kahin Ahmed holds KULMIYE’s presidential nomination for 2029, giving him formal authority over the party’s direction. He was selected by the party’s Central Council in July 2026.

But political parties are rarely controlled through titles alone. KULMIYE’s real power is distributed across regional chairpersons, former ministers, legislators, business supporters, local campaign coordinators, elders and officials who served during its fourteen years in government.

The relevant question is therefore not simply who chairs KULMIYE. It is who can mobilize its infrastructure.

Five tests of actual control

The first test is regional appointments: who selects coordinators and resolves disputes between local branches?

The second is candidate selection. Control over future parliamentary and municipal nominations creates loyalty more effectively than speeches.

The third is campaign financing: who pays for offices, transport, rallies, media operations and polling agents?

The fourth is access to business donors. These relationships may remain connected to former officeholders rather than transfer automatically to the new leadership.

The fifth is reconciliation. Senior figures who accept Kahin publicly but withhold organizers, donors or regional brokers can weaken his campaign without openly leaving KULMIYE.

Somaliland’s campaign-finance framework makes independent verification difficult. Election observers found that the legal system does not adequately regulate party financing and called for greater public disclosure of donations and expenditure.

Consequently, claims that one individual controls KULMIYE’s money should be treated as unverified unless supported by audited records.

WARYATV Assessment

KULMIYE currently has a nominated candidate but not necessarily a consolidated command structure. Kahin will control the party only when regional branches follow his appointments, leading financiers support his strategy and former Bihi-era power centres participate in candidate selection.

The clearest demonstration of renewal would be voluntary disclosure: audited accounts, identified lawful donors, regional expenditure reports and transparent campaign structures. Until then, KULMIYE’s formal leadership will be visible, but its underlying power map will remain partly hidden.
