President Abdirahman Mohamed Abdullahi (Irro) on Saturday opened an intensive training and workshop for the newly appointed heads of Somaliland’s independent government institutions, framing the program as a cornerstone of civil-service reform and interagency cooperation.
Addressing the cohort, Irro said the “Government of Unity and Action” will measure officials by accountability, transparency, efficiency, and public trust—and will “not tolerate corruption or manipulation.” He urged the appointees to set clear targets, report results, and strengthen a culture of responsibility across their organizations.
The program—co-designed by the Ministry of the Presidency, the Civil Service Commission, the Good Governance Commission, and the University of Hargeisa—was held in the main hall of the Somaliland Police Force. Organizers described it as a launch pad for the work plans and operating strategies that will guide the new agency leaders under the Wada-Jir (unity) and Waxqabad (action) agenda.
Presidency Minister Khadar Hussein Abdi and Information Minister Ahmed Yasin Sheikh Ali Ayaanle underscored the practical focus of the sessions and pressed participants to translate lessons into visible service improvements. According to the presidency, the curriculum covers smarter interagency coordination, performance management, budgeting discipline, citizen-facing service delivery, and risk controls tailored to each institution’s mandate.
Irro said the government will back the reforms with follow-up support and clear milestones so that “efficient cooperation inside government” becomes standard practice, not a slogan.
After the opening, the president toured the Somaliland Police General Command Center, where Police Commander Lt. Gen. Abdirahman Abdullahi Hassan (Abdi-dheere) briefed him on force readiness and recent operations since the unity government took office. Irro commended the police for their role in maintaining security and community stability and said sustained public safety is “the baseline on which better governance is built.”
