Abdiweli Gaas Appointed AU Envoy to South Sudan — A Test of Peace and Politics Across the Horn

The African Union has appointed Dr. Abdiweli Mohamed Ali Gaas, former Somali Prime Minister and ex-President of Puntland, as its new Special Representative and Head of Mission in South Sudan — a decision signaling both confidence in his political acumen and a subtle test of his evolving regional stance.

AU Chairperson Mahmoud Ali Youssouf formally welcomed Dr. Gaas in Addis Ababa on Monday, describing him as “a seasoned statesman capable of steering complex negotiations.” His mandate comes at a critical moment: South Sudan remains mired in fragile peace, political rivalries, and unresolved security crises, and the AU’s credibility as a peace mediator hangs in the balance.

Gaas, known for his technocratic background and firm leadership style, rose to prominence during Somalia’s transition from provisional government to federal system in 2012. As Prime Minister, he drafted the “Roadmap to the End of Transition”, which laid the institutional groundwork for Somalia’s new political order. Later, as President of Puntland, he played a decisive — and often divisive — role in shaping regional autonomy and security.

Yet, his appointment revives a delicate question: how will Dr. Gaas reconcile his hardline past views — notably his opposition to Somaliland’s recognition — with his new title as a continental peace envoy?

WARYATV reached out to Dr. Gaas to clarify whether his position has evolved following the recent Nairobi Agreement between Somaliland and Puntland, but received no response.

Diplomats in Addis Ababa privately note that the AU will watch closely to see if his regional diplomacy reflects a broader shift from factional politics toward inclusive reconciliation.

Observers say Dr. Gaas’s academic rigor and technocratic credentials could prove valuable in South Sudan, where governance, resource control, and fragile ethnic coalitions have repeatedly undermined peace efforts. His experience navigating Somalia’s post-conflict political landscape may serve as both a model and a warning.

For the AU, the appointment is more than symbolic. It reflects an attempt to deploy regional expertise — not distant bureaucracy — in stabilizing one of Africa’s most troubled nations. For Dr. Gaas, it is a chance to redefine his legacy: from power broker in Somalia to peacemaker in Africa.
