Somalia’s Neutrality May Become Increasingly Difficult to Maintain

Somalia says it is neutral—but its relationships with Egypt, Eritrea and Ethiopia may make neutrality harder to sustain.

Somalia has publicly declared neutrality in the Ethiopia–Eritrea confrontation. The position is intended to prevent the country from becoming another arena for regional rivalry.

Neutrality requires conduct

Mogadishu maintains security and diplomatic relationships with states positioned on opposing sides of the emerging divide. Ethiopia remains deeply involved in Somalia’s security architecture, while Egypt and Eritrea have strengthened cooperation with the Somali federal government.

Neutrality will therefore be judged through practical decisions: access to Somali airspace, intelligence exchanges, port calls, military deployments and support for competing armed actors.

WARYATV Assessment

Somalia’s statement is diplomatically sensible, but neutrality cannot rest on rhetoric. A single aircraft deployment, intelligence arrangement or cross-border incident could create the appearance that Mogadishu has joined one camp.

The crisis also affects Somaliland. Somalia may intensify its foreign partnerships partly to counter Hargeisa’s relationships with Ethiopia, the UAE and Israel. A regional war could consequently transform Somaliland–Somalia competition into a component of a much larger alignment struggle.
