North Korea’s latest ballistic-missile launch appears designed to move a dispute over land mines from the Demilitarized Zone into the strategic arena.

From mine blast to missile launch

South Korea and the United Nations Command concluded that a North Korean mine injured three South Korean soldiers and breached the armistice. Pyongyang rejected the accusation.

North Korea then launched a ballistic missile from Wonsan that flew more than 700 kilometres before landing outside Japan’s exclusive economic zone, according to South Korean and Japanese authorities.

Pyongyang is controlling the escalation level

A launch into the sea demonstrates military capability without directly attacking South Korea or Japan. It raises pressure while preserving room for further escalation or eventual de-escalation.

The danger lies in the sequence. Border construction, disputed mines, surveillance activity and missile tests create several points where misunderstanding could outrun political control.
